    Hi Che, welcome to LB.

    Ignore the 'ignore' advice.....re private PCNs, that is now old (& obsolete) unless it is a demand from a 3rd party debt collector.
    Also, do not ID the driver, even in forum posts. (Probably best that you edit yours).
    Was there a windscreen ticket issued?
    If not, & the PCN you refer to is the Notice to Keeper, it looks like it could be invalid as it would be out of time for PoFa compliance.

        Ok, then the NtK is not compliant re PoFA 2012 Schedule 4.

        But if you ID the driver (as you have done via your first post), they can bypass PoFA & go after the driver using common law contract.

            The notice must be given by—
            (a)
            handing it to the keeper, or leaving it at a current address for service for the keeper, within the relevant period; or

            (b)
            sending it by post to a current address for service for the keeper so that it is delivered to that address within the relevant period.

            (5)

            The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.

            All contact/correspondence should be via the registered keeper.
