  • Restraining orders

I read recently that the law was to be amended regarding taking out restraining orders and that less evidence is needed to issue an order following many attacks by mentally disturbed people, for eg; the recent Helen Pearson case.
Like many people I have nutjobs for neighbours who seem to have an obsession with causing as much distress and nuisance as possible, for eg; we've caught them several times trespassing and staring into the windows and encouraging foster kids, some on remand to do the same. The police have been absolutely useless, they seem to think restraining orders only apply to ex-partners and they've never heard of Prevention from Harassment. I have some flimsy evidence and a witness, would you think this would be sufficient to present to a judge?
    Many thanks
