    Hi, I have unpaid parking fines and Jacobs were called in. I went citizens advice and they stepped in and organised a 100 per month payment, after much discussion. However my husband has bipolar disorder and went on a spending bender, online gambling. Couldn't make the payment when due and so it was passed to the enforcement team. They sent me a text, I panicked, rang this guy up and discussed with him, he seemed nice, told my I needed to pay 150 a month for 4 month and he would pass it back to the office for them to set up a payment plan. I paid it for 2 months but last month had some money problems and could only manage 100, he said that was OK but would need to make this month's 200. Well this month's wages came and went in less than a weekend while I was on nights my husband went online gambling again and now I can't even pay the rent.
    This guy has now given me until 9 am tomorrow to sort it out or they will be calling to enforce and remove goods. They have never been in the house and the only thing they know of is my car, a run down 100 quid bucket I use for work. He said if I don't pay by 9 am, they will attend and more fees will also be incurred.
    What can I do, I have tried to pay them, mistakenly thought that would help. But the demands will turn to enforcement action tomorrow. Besides my husband to sort out and bills to pay, I now have to fight off a bailiff. Any suggestions?

        As he has never been in your home he has no right of entry and it would be a seriously bad idea to let him in. He can take anything of value from outside - garden furniture, bbq, motor vehicle etc - but they do need to have a value. As you have what is a low value vehicle it would cost more for him to remove than it would fetch at auction so doubt he would do it despite any threats to do so - call his bluff.

        He may say he is coming back in the morning but the chances are he won't as this ramps up the pressure on you. Do you know how many tickets he is chasing & how much in total he wants? Do you know how much the fees are to date? Were you aware of each ticket you got?

        The fees he can charge are laid down & he can charge no more. You should have had a Notice of Enforcement from them giving you a day & time by which you had to pay in full or make a suitable instalment plan - cost for this is £75 per ticket. If he has had to make visit then the charge for that is £235 and may only be charged once regardless of how many tickets he has. Only if he has a Controlled Goods Agreement which you have broken can he charge any more and then only if he removes the said goods for sale.

        The way I see it is that if you stand your ground you have the upper hand and he has no option but to accept anything you offer.

          Thankyou so much for this advice. I did have a breakdown, of all costs. This is actually the enforcement team i am dealing with I believe. I thought that all charges had already been added but he was telling me it was more. I can't remember total amount or number of tickets I do know there were 4 at 157 and then one or 2 over that with charges on. For a different vehicle. I had a job where parking was a problem, money was tight and i unfortunately buried my money problems and hoped things would get better. He is expecting me to contact him in the morning to make payment. I told him I can't pay 200 but will see what I can do, he said it's 200 or nothing. I will do a show say and call his bluff, 8 will have some money to pay him, just not 200. I will post with how it goes, if he turns up.

            I'd be inclined to offer him £100 max and then what you think you can afford without putting pressure on your finances - say £50 a month. Also inform him that you will under no circumstances allow him entry to your home. He will try and intimidate you but as said before he has no right of entry unless done previously.               Thanks again. Will print that off ready. He has never even attended my home, one of his colleagues has but has never been inside. We have an 8 ft wall all around or home and you can only get in the gate with a yale key. Unless he shouts or phones I won't even know when he arrives. Will offer the 100, he has already used intimidation to get previous payments so will be wise to this. Thanks again, I really appreciate this.

                Let us know how this pans out. He is not allowed to climb over your gate or wall & may only enter by the usual means so ensure at all times the gate is locked as is your door. If you can record any conversation with him.

                  Gazebos always locked and have saved texts, have an app on phone to record calls. If I speak to him face to face I will certainly try nd record it. Will definitely let you know what happens. Thankyou

                    Well, I spoke to the enforcement man, I actually only had 30 he wasn't going to accept it but said if I paid that, then 77 today he could stop action for time being. Well today has arrived and like I told him then, I couldn't promise I would have the money. No one to borrow from, he wants it by 12, I don't have it so will be having a phone call with him later and he will no doubt threaten action and increased costs. This is not deliberate on my part, I have 130 to my name and that's not even enough for my rent which is due on Monday. He has been fair I guess, but I don't expect this to continue. No idea what to do now, he still can't get in though do action will not get anywhere, I think. He just keeps threatening increased costs. I just have to phone him now to tell him I can't pay. Thanks for advice.

                        I have not spoken to him today, they day he wanted me to make payment I offered 30, which was all I had, he said if I paid 77 today I then had a further 2 weeks to find another 93, that paid off another ticket, making 4 all together, there are still others but he said he would pass them back to the office for me to make an arrangement with them. However, I don't have 77 pound and won't have anymore more money for another 3 weeks when i get paid. I don't believe he will accept that. He has phoned twice already this morning. I have not called him back yet. He told me he understood my predicament but payment needed or action will follow. He wouldn't accept any other offer of payment schedule, it has to be done how he says. So I will be phoning in about an hour to explain that I can't get anymore money and I presume he will tell me they will be calling later today or tomorrow to remove goods. He has never been to my house so he has no idea how impossible it is for him to get in. That's where we are so far.

                          My belief is that he knows what your situation is but is hoping by piling on the pressure you will somehow find what he wants. He can't add anymore fees because they are laid down as to what they can charge. I think you are doing well so far even if it is a little unnerving for you, but stick to your guns.

                            Thanks, I have sent him a text so far explaining that I don't think 8 will have the money by 12. Going to ring shortly and see what he says. Your right it is unnerving dealing with him. Thanks for your advice

                              Remember these people are out & out bullies and set out to intimidate. They will tell you anything - after all they are the ones who know what they are doing - in reality they are just driven by the desire to heap misery because they don't care where you get the money from. These are the sorts that will sell their own grannies in order to make a fiver. They don't like it when folks fight back or get to know what their rights are.
