    Good afternoon

    I have had a read of the website but still not sure what action to take.

    I received a PCN from Civil Enforcement for apparently not parking in accordance with parking signage at a hospital. This allegedly happened on 05/09/2016, nothing on my windscreen.

    The letter I received was a couple of months after the incident and costs had increased, after some search in the internet I came across "private parking appeals". Who will deal with your parking fine for £20, I paid and to this day I have never heard from them. (lesson learnt)

    Now I have ZZPS chasing me for £170, I last heard from CEL in January saying they were going to issue in 14 days but never have.

    I have emailed both companies asking for evidence of the offence. CEL just ignore this and ZZPS say they will provide this at litigation stage.

    What are my options? can I still appeal?

    Any help is appreciated

    I would try the Patient and Liason Service (pals) to see if they can help.

        Hi

        I have written to PALS and awaiting a reply.

        In the interim, what are my options in terms of a POPLA appeal, have I missed the boat with this? or can I still get a POPLA code form them?

        Just thought whilst waiting PALS I can start the ball rolling with another angle

        Any help appreciated

          not sure if you'll have a chance to ask for a POPLA code now, but ... do you have proof you sent payment to PPA for them to appeal on your behalf (might come in useful later ) xx
          Debt is like any other trap, easy enough to get into, but hard enough to get out of.

          It doesn't matter where your journey begins, so long as you begin it...

            Civil enforcement limited can issue a popla code if they want to. You have no chance of getting one though.

            Have you heard from PPA at all ?

            Have you tried their complaints procedure ? Requested a refund ?

              Thanks for the replies.

              I never heard anything from PPA. I have rang and emailed lots. I have just rang again and left a message.
              The complaints procedure is to email the handler but I have never been assinged one.

              Looks like my options are quite limited

                  Well if they have failed so far to help and do not answer emails/calls then play them at their game and lodge a claim

                      Hi

                      Logged a complaint with these and had a reply saying that PPA are not part of the Consumer Ombudsman Scheme and cant deal with my complaint.

                          Ok, I logged complaint with ADR. PPA responded to this very quickly and stated I had not followed the complaints process so wasnt entitled to complain to ADR. They have refunded my £19 and they consider it closed.
                          I messaged a handler at ADR saying I did follow the complaints procedure, twice!. The ADR handler suggested I complain to them again but send it recorded delivery to ensure it gets looked at, which I will do but will no doubt take time.

                          However I still have CEL/ZZPS chasing me, do I pay? do I ignore? not sure what to do

                            I'd ignore unless CEL send a letter before action or actual claim.

                            At least you got your £19.
