    A general question.

    I found out that a certain public body has created a contract for use of its services and facilities, however it already has its own specific and comprehensive set of bylaws, I also found out from a freedom of information request that they have never prosecuted anyone for breech of any of those bylaws. In effect they are ignoring them, and attempting to create their own rules because cancelling a contract is easier than prosecuting bylaw offences.

    Is this contract void ?
