  • PCN by Civil enforcement Ltd.

I received a PCN by above company on 2/12/2016 for parking on a hospital site on 10/11/2016 , so more than 3 weeks apart.( I am a trainee doctor- use voucher for parking). They issued me on grounds that my vehicle was unauthorized as my contract with expired with car park services in August 2015. Though I bought voucher booklet twice after that period and had been using vouchers without any problem. The staff member who sold me vouchers did not mentioned that my contract with them has expired and kept selling me the vouchers. I also changed my car in 2015 but had no problem as was using vouchers which don't have a expiry date. On my very last visit to hospital they issued a PCN. I appealed to them and then they informed me that my contract had expired and it was my duty to renew it. My contract started in 2012 when I joined the hospital and I am still associated with hospital as my training is not finished and I was not aware of this. They might have given me a paper in 2012 which I don't have it now. What should I do. They rejected my appeal as well and have supplied a code for POPLEA. Do I have any grounds. I will have to pay £70 now. Please reply as soon as possible.

It said my contract expired in August 2015,which I was not aware. Sent me some new forms to get registered again and the PCN was issued correctly due to this and I can appeal. I got my car details changed afterwards.

Re: PCN by Civil enforcement Ltd.

          Dear Kati,
I have sent the letters received by CEL by e-mail to admin, as don't know how to attach them here.
          My first appeal through e-mail-
          Dear PCN Team,

          RE- PCN, ref.- XXXXX
          Car- Toyota Yaris, XXXXXXX

You have issued me a PCN for parking at ROH in the new car park though I had clearly displaced the voucher on my screen. Your camera shows my entry and exit pictures. It was for 10/11/2016.
I am a GP trainee work in primary care and not in the hospital attend hospital only for teaching sessions so use vouchers.
I have changed my car last year and possibly you have my old car details but I have using my new car for a year now and have not had any problems before.
I have attached the copy of voucher used that day.
PLease update my details and override/ cancel the PCN.

          Thank you,

IT WAS REJECTED, so have sent another e-mail though not reveived reply yet.

          RE- PCN, ref.- 680973872
          Car- Toyota Yaris, red, DKXXXXX

I am really disappointed and distressed with your response as I used the voucher that day and have been doing it for a long time without any problems and I am a genuine GP trainee and have not done anything wrong ( buying from the office, paid for voucher's etc) but still with a heavy heart I tried to pay online on 29th of December at reduced rate but it shows the amount £70, which is too much ( you cancelled my appeal and issued a letter on 15/12/2016, reached me on 16th or 17th. There was Christmas holidays a swell). I am a part time trainee and don't earn much and have used the voucher as I always did and you issued me a PCN for my very last visit to hospital. You should at least give me a few weeks window period to pay. I phoned on 29th on the number provided at your website and they called back to re-appeal as they also felt that If I have used a voucher then it should be considered.
Please re-consider my appeal as in actual I have not breached any contract. Please reply as soon as possible.

I Can't really work out what this contract is and how it affects parking ? Can you explain it or even better let me see it ?

This is what I received as a reply from parking office, it was not a contract- it was application to park- 'Upon checking our records, as your parking application to use vouchers with us expired in August 2015, you are not authorised to use this parking area, even if displaying a valid voucher and your vehicle details are not held on the authorised vehicle access list. The parking charge notice was therefore issued correctly and you need to appeal or pay the charge notice as detailed on the letter sent.'

I was not aware thatit had expired and I bought vouchers twice after that date from the office and they do put details in your records when issuing them so I don't know why they kept issuing me if it had expired. I bought a new car last year in November and was using it for last 1 year without any problem at same hospital site with vouchers.
