  • Penalty Charge Notice from Reading Borough Council passed on to Collect Services for

    Hi guys,

I'm new to this forum but I was hoping someone could give me some advice. Today I have received a letter from Collect Services Ltd regarding a PCN which was (according to them) issued on 07/09/2015 for driving in a bus lane by Reading Borough Council. This letter is the first time I have heard of this. They are attempting to charge me £407 for the PCN with no breakdown of cost and not even telling me what the initial cost of the PCN was.

I moved house at the beginning of November 2015 and as such I was unaware until today that I was even issued a PCN by the council. I have never seen the PCN or any of the follow ups from the council or from Collect Services Ltd. I had gathered all my documentation together and alerted the DVLA of my change of address. I received my V5C from the DVLA to confirm my change of address around January.

The letter that I received today says that a Warrant has been issued for my previous address. It then goes on to say that an application has been made to have the Warrant re-issued for my current address.

Surely since this is the first that I am hearing of it, there is no grounds to charge me the additional fees. Or at the very least none of the fees which have been incurred since the receipt of my V5C confirming my registration of my new address.

Please help guys!!! Don't want to get bullied into paying an extortionate sum of money for not paying a fine I didn't even know I had.

You have posted on a thread that is best part of 2 years old that somehow appears to have been missed. You would be better describing your own circumstances. You have to remember that all docs will be sent to the address the DVLA had on file at the time the offence was committed. If you have moved then you may apply for an Out of Time to the Traffic Enforcement Centre. The Bailiffs are only carrying out instructions and know nothing of the background.
