  • PCN from Met Parking in Southall - Meters out of order

I've received a Parking Charge Notice from Met Parking in Southall, London for £100 (reduced to £60 if paid quickly). The alleged offence occurred on 7th February 2016. The car was parked for some hours i believe.

The thing is that there were apparently 2 parking meters, and both were covered over with covers saying Out of Order. The driver went to both meters with coins ready, and looked for another meter - but there were none. There was an option on the car par notice to pay by phone, but the driver was not really familiar with this and tried once before and found it to be very time consuming.

So I'm wondering if I have a case with Popla. Or, what about the option of ignoring the notice? I haven't done anything yet.

    All help greatly appreciated!

    Dear Sirs,

I, as registered keeper, wish to invoke your appeals procedure. The driver was unable to pay as the machines were out of order.

It is noted that your notice to keeper is fundamentally flawed when compared to PoFA 2102 schedule 4 para 9.

Should you reject my appeal please supply a popla code.

    Yours etc

If/when you get a popla code please let me know.

A certainty to win at popla with Met as there paperwork has a huge flaw that popla have so far refused to ignore.

        Hi
Got a reject notice today Got a POPLA code, and I guess I should proceed with the appeal? But I'll wait for your advice - which is greatly appreciated.

Iv'e included a link to a copy of the letter. I've removed any sensitive info, including the popla code, but if you want to know any of it, just let me know.

I would wait until the last minute to file this so thy have greater difficulty in correcting the no notice to keeper issue.
