    I received a PCN from CEL for being parked on private land...the date of offence was04/09 and the PCN issue date is 29/09

    I don't know much about this kind of thing but I read here that they have to provide an NTK within 14 days of the offence? does this PCN count as an NTK...because it's not within 14 days anyway

    Is this 14 day rule enough to ensure I won't have to pay anything?

            Dear Sirs,




            I, as registered keeper, wish to invoke your appeals process. The driver did not see any signs. I note your notice to keeper is fundamentally flawed when compared to PoFA 2012 schedule 4 para 8/9 in several aspects . You should contact the driver whom i am under no statutory obligation to name the driver and will not do so.




            Should you reject my appeal please supply a popla code.

                Not at this stage but popla is a different matter. Unless you tell them, they have no clue who the driver is.
