    May depend on whats written in the agreement a sensible landlord would put in a clause about payments

      Yes, a standard AST has conditions for the utilities etc in the tenants conditions It does depend on exactly how its worded, but its not an uncommon occurrence. The conditions can include insurances, service and utility bills, and anything specifically contracted to the tenant in the agreement
      crazy council ( as in local council,NELC ) as a member of the public, i don't get mad, i get even
