    Hello again Mystery1
    After your help last year appealing against a PCN I have been stupid enough to get another. Different car park this time but same outcome. To cut a long story short I parked in an almost empty private car park @ 7.15pm - the signs clearly state payment is required between 8am til 8pm. This car park is a small car park pretty much within / adjacent a very large empty council car park. I assumed it was part of the council car park which does not charge for parking after 6.30pm so when I got back to the car, to my surprise, found a ticket £60 early payment up to £100 !!!! (Note a fine for parking in the adjacent council car park would be £25 up to £50)
    I have already appealed based solely on the charge being `penal & not a genuine pre-estimate of loss' and asked for a popla code. They have rejected the appeal and instead of issuing a popla code they told me to appeal to the IAS.
    I still have the option to pay the reduced fee / FINE of £60 should I pay within the next week.
    Are the IAS the same as popla and worth making an appeal to ?
    To be honest, had the fine been £25, similar to the adjacent council car park (which was free anyway at the time of parking) I would have paid it to save the hassle !!! £60 is taking the ....

    IAS are a different kettle of fish. You need evidence.

    Post up all letters/notices (without name/address etc but leave dates) and get pictures of the signs.

    IAS desperately want to reject an appeal, must be the independent part of their process masroll:

      That's odd ... London Parking Solutions refer to POPLA on their own website (http://www.londonparkingsolutions.co.uk/how-to-appeal):
      All cases will considered on their individual Merits.
      If you change this PCN within 14 days and the chalenge is rejected we will extend the period within which the reduced charge may be paid.
      If your appeal is rejected you will be provided with details of how to refer the matter to an independent appeals service. Parking on Private land Appeals (POPLA)
      so why didn't they supply a code?
      Debt is like any other trap, easy enough to get into, but hard enough to get out of.

      It doesn't matter where your journey begins, so long as you begin it...

        They moved from BPA to IPC so that they would lose less appeals. What you point out is known as a fuİk up.

          Hi again and thanks for the replies
          Apologies - I should maybe have started a new thread or at least mentioned that my PCN was issued by Central Payments Office Vehicle Control Services Ltd.
          I must admit that I don't really have any evidence to submit. All I really have is genuine pre estimate of loss which I had hoped was enough (like last time with popla).
          It was dark when I parked but the signs are clear and I shouldn't have assumed that the car park was a council car park.
          Its just annoying that yards from where I parked were free council parking spaces and lots of them.
          Also annoying that if I had been fined for parking in one of the council bays the fine would only have been £25 !!!!!!!
          Win some, lose some - sounds like I may have to concede defeat on this one.
          I can pay at the reduced rate of £60 if I pay by 22nd Dec so running out of time.
          If the IAS are more in favour of the Parking bandits I`m surprised some are still using popla and not IAS ?

            It's new and i suspect when contracts expire many will shift allegiance.

            I'd be tempted to ignore them and see if they do court (which they don't seem to do at present) by which time the court of appeal will have had it's say on unlawful penalties and hopefully ruled in our favour.
