    Citizens Advice believes that the key to creating the consumer confidence to purchase services from businesses based in other Member States, as envisaged under the Services Directive, is pre-shopping information and ready access to redress if things go wrong. The Directive aims to improve access to EU wide markets and facilities for consumers and allows for pre-shopping checks on businesses based in other EU states, as well as making provision for dispute resolution. The pre-shopping element is illustrated in the case example on Article 21, at page 49. The range of information required under Articles 22 and 27, as detailed in figure five on pages 52 and 53 assists both pre-shopping and dispute resolution. These elements of the Directive are particularly welcome, but we are concerned that the UK Government is not making the most of this very real opportunity to improve consumer confidence.
