The first port of call is a licensed debt counsellor, ideally, a charity that does not charge fees, followed by CAB and, definitely, OFGEM, the energy industry regulator. The debt counsellor can help your friend get their debts sorted out, CAB can help with benefits and consumer advice, and OFGEM can kick Npower's arses for behaving like playground bullies.
