signed agreement by me only

can anybody help me please?
i done a s78 request and received a copy of my agreement, front and back, but it only had one signature, mine, s61 1 i think states 2 are needed? is the agreement enforcable?
ive posted a copy for you to view.
i'm panicing so would appreciate some advice please.

in that case it's s61 1 a non compliant. i've made them an offer for 8% of the balance. still waiting!
