      I have explained repeatedly what has changed as a direct result of 9/11 sorry I mean eleventh day of September two thousand and one

      You did not need to pay, authorize, swear or affirm to anyone or any regulated body to change your name whereas now banks, building societies, the DVLA, the NI want a formal declaration either by deed or sworn declarartion before they will accept your name change
