      Charitynjw where do I stand with the latest ticket regarding it been for the 21/11/17 it posted 29/11/17 and me receiving it 13/12/17. Is this normal and except able ?

        Do you still have the envelope?
        If so, what is the postmarked date of sending?
        The onus would be on you to prove that the date on the NtK is markedly different from the actual delivery/receipt date.

          They are probably not using Royal Mail but one of the other mail companies. Even though there is a date of issue this may not necessarily be the date it entered the system. The "other" companies seem to batch the deliveries to save costs so it may be several days before it gets to you.

          If you still have the envelope it probably doesn't have stamps or franking so has come by some other than Royal Mail route.

            Still got the envelope but it's a business one with no date on it.

              So you can still argue that the NTK was received too late to hold you liable. The "Date Issued" on the NTK means nothing.

                These letters are often sent via Royal Mail business service.
                If so, they should have a machine-readable bar code (or similar).
                I took one to my local sorting office (not the Post Office, but the place where they actually sort mail).
                The guys in there had a 'reader' machine, & were happy to 'read' the actual date of posting for me.
                It came as no surprise that the posting date was days after the spurious date on the letter (& this was from the police....re a potential speeding Notice of Intended Prosecution, which is also time sensitive).
                Result....NIP out of time! Case dropped!

                    If there was no windscreen PCN issued at the time, you should receive the Notice to Keeper within 14 days of the parking event.

                      Hi did you get anywhere with the shops when contesting. I just had exact same fine. I had no idea there was a time limit and stayed 3.23hrs so annoyed as I spent a fortune while I was there !

                        Pics of the Notice to Keeper (front & rear, obscure personal details, leave all times/dates visible), site signage & windscreen PCN (if applicable) would help.

                          Angryparker I've been in to to max who gave me the customer services number 01923 473000, I've rang them and they say to appeal the ticket. If that doesn't work ring them back. I've have got all the receipts from the shops. Today's job is to appeal. Let me know how you get on.

                              This sort of request is ignored. Without knowing the driver then if they have not complied with POFA then they are up the creek without a paddle. There is no requirement to name the driver.

                              This quite often is a hopeful sign in that they know they are going to lose as they can't chase the keeper but knowing the driver they would succeed. Some of the PPCs have been known to say that POFA requires the keeper to name the driver NOT TRUE! Premier are insinuating it in that letter without saying it.
