    That's a bit of a rubbish letter before claim as it gives no reason for making the claim but take seriously as it probably will continue to a claim

    As this has the appearance of a parking charge what are the details behind it? Where is the Notice to Keeper or other paperwork? It looks like you have been following the bad advice of ignoring private parking charges.
