    Just got pcn as owner of car with anpr photos of no plate.
    The venue is shown as Wharf Parkes, Retford but there is no road name or postcode given. Is it not mandatory to show the full address. The car park has signs at the entrance stating there are restrictions but for the driver to refer to other signs for the details of the restrictions. One of these signs are on the reverse of the entrance signs and only visible on exit. All other car parks in the area are restricted to mon-sat except this one. On entering this car park I would bet all drivers assume regulations do not apply on a Sunday and do not look at the back of the sign. I suspect this company are making a nice income by not displaying the days and times of the restrictions at the entry point and catching people who assume Sunday parking is free. There is a huge amount of free available parking on Sundays so no need to use the only park that charges.
    Can anyone advise the best way to challenge the pcn

    Yes there is a requirement to identify the location and a lot of other requirements to hold the keeper liable as they do not know the identity of the driver. Here is POFA . The Notice to Keeper should comply with paragraph 9 if there was no windscreen ticket. Don't hint at the driver.

    Was this the ASDA car park? Why would anyone assume that regulations didn't apply on Sundays? Post up a redacted Notice to Keeper. If it was ASDA has anyone complained to them?

      Not asda but just opposite. All local car parks except asda are Mon-Sat only. Do I need to blank reg number out before posting pcn?

        Yes blank out reg number so that the matter can't be identified.

        Can you go to google maps and street view and post the link here so that others can look. Asda seem to be the owners of both car parks, turn right to the shop and main car park and left to overflow and recycle bins. No indication of when parking restrictions apply.

          The above photos show 1, Notice for council car park, prior to entry. This car park is just behind the Wharfe Parkes one.
          2, Sign on entry to Wharfe Parkes.
          3, Sign mounted directly behind 2 on same post, this sign could be mounted below 2 to show restrictions before entry.

          The car park is opposite Retford little theatre bordered by canal st and north of wharfe rd. Directly behind this car park is the West street car park which has notice in photo 1 at its entrance.

            I am thinking of appealing on grounds of not knowing the location as there is no address on the pcn. Any thoughts?
