Hello,
I hope I can get some advice. I am at present using a friends house as a postal address as I am basically sofa surfing and using a caravan as a home.
I was living in a caravan in a field from January 2013 to November 2013 after splitting up from my long term partner, and was not registered on an electoral roll as I am not classified as a traveller and it had no postal address.
The Pavement where the offences took place, my friends had been using every single day right outside their front door for over 10 years and when the Police were in control over parking they used the common sense approach and did not see the parking as an issue, as it did not cause any obstruction to traffic users ( and was later found to be treated by the highways as unadopted and not on their inspection lists )
From October 2013 they were there nearly everyday. I contested this via email, however I was then presented with an opportunity to move to Shanghai, which I did and I informed the Council of this. Unfortunately this did not work out and I was forced into coming back to the UK and ended up sofa surfing again. After a time my friends at the property where the offences took place suggested that I use their house as a postal address, so I could get back up on my feet again, for driving licences etc.
I have now had the 8 * £112 they will be attending for + Compliance stage Fee of £75.00 a total of 8 * £187.00.
They have also suggested that if I don't pay ( within now 2 days ) that there will be an attendance fee of not less than £235.00 ( per letter )
Due to being basically of No fixed abode I have never seen a summons to court or any other documentation till now. My ex partner also confirmed with them that she had no idea where I was, and its only down to my friends ( where I am registered for postal purposes ) that I am managing to get back in to mainstream life again.
The council also had my email address for communication but never used it, so I was unaware that this situation had carried on.
Any help would be gratefully accepted. I am also now considering removing myself from the electoral roll and will just carry on sofa surfing as I don't want the good will of my friends to be pushed.
